The Roswell Independent School Board will discuss asking the Public Education Department to reconsider its COVID-19 mandates at its regular meeting this week.

The board will meet at 6 p.m. Tuesday in the board room of the Administrative and Educational Services Complex, 300 N. Kentucky Ave. Masks and social distancing are encouraged. The meeting will be livestreamed on the district’s YouTube channel.

On the agenda is a resolution originated by Board President Hope Morales “Seeking NMPED Reconsideration of COVID-19 Toolkit and Mandates for 2021-22 Local Control.”

The COVID-19 Toolkit is the PED’s back-to-school guidelines for the 2021-22 school year. It mandated that all students, staff and visitors to elementary schools should wear face masks no matter what their vaccination status is. In middle and high schools, anyone not vaccinated is required to wear masks and those who are vaccinated must provide proof of vaccination if they don’t want to wear a mask.

The RISD resolution was being reviewed by the district’s attorney Friday afternoon, according to the superintendent’s office, so it was not included in the agenda posted to the district’s website. Morales said it will be posted online when the language in finalized. Hard copies will also be available at the meeting.

The board does not intend the follow the lead of a Roosevelt County school district in defying the PED’s guidelines, Morales said in a statement e-mailed Friday to the Roswell Daily Record.

“Tuesday, the board will discuss and possibly take action on a resolution requesting that NMPED reconsider their COVID-19 toolkit and allow for more local school board input and local decision making,” she said in the statement.

“The intent of the resolution is not to defy NMPED and forfeit local management of our district, it is to make sure that NMPED hears the voices of our local school districts and to ask that NMPED revise their Toolkit so that we can locally make health and educational decisions that reflect the needs of our community.”

The PED suspended all five members of the Floyd Municipal School District in Roosevelt County on Wednesday after that board twice defied the guidelines. On July 26, the same day the PED released its toolkit, the board voted in a special meeting to declare masks and social distancing as optional and to disregard other PED guidelines on COVID-safe practices.

PED Secretary Ryan Stewart sent a memo to the Floyd school board the next day giving them until Tuesday to rescind the vote. The board met Monday without changing its stance, but suspended the superintendent.

PED suspended the board and reinstated the superintendent, who will report directly to Stewart.

In addition to the resolution, the RISD board will consider ratifying the salary schedule for employees as negotiated with the Roswell Education Association. The board will discuss the collective bargaining efforts in an executive session prior to a taking a vote.

Also on the agenda are second readings and votes of a variety of district policies, and updates on federal COVID-19 relief funds and emergency response planning. The superintendent and other administrators will give updates on the start of the school year, staff recruitment, professional development and support from local agencies.
