The Missouri Senate on Saturday decided against tying Medicaid funding to birth control restrictions.
The Senate negotiated for hours on a bill that reauthorized a tax put on hospitals that provides $4 billion annually for Medicaid in the state, The Kansas City Star reported.
A bipartisan group of senators passed the bill in a 28-to-5 vote, with a few Republican members attempting to use the Federal Reimbursement Allowance (FRA), the tax on hospitals, to cut Planned Parenthood out of Medicaid and not allow Medicaid to fund birth control that is used for abortions.
State Sen. Bob Onder (R) attempted to cut Planned Parenthood from Medicaid funding, even for services not relating to abortions. Medicaid is already not allowed to pay for abortions by federal law.
However, the measure was rejected by the bipartisan group.
Gov. Mike Parson (R) and other Republicans also agreed to cut birth control that is used for abortions, but the specifics of the agreement were left out of the final bill, according to the outlet.
The list the Republicans gave of birth controls that wouldn’t have been funded by Medicaid due to the measure included IUDs and Plan B, which Democrats argued aren’t used for abortions.
The final provision in the bill used general terms, saying Medicaid could not cover drugs used for abortions, but did not give a specific list.
Parson called for the special session to begin on Wednesday, as he said severe budget cuts would occur if a bill renewing the FRA wasn’t on his desk by July 1.
Although the bill still has to go through the House, it is expected to make the governor’s deadline.
