San Antonio police officers will only be allowed to fire projectiles into a crowd of protests if Chief William McManus gives a direct order, the chief said during a City Council meeting Wednesday.
The announcement came after District 4 Councilwoman Rebecca Viagran questioned McManus about the department’s use of “wooden pellets and rubber bullets” during recent protests over the death of George Floyd, a black man who died while in police custody in Minneapolis.
During the protests on Saturday, May 30 and on Tuesday, June 2, the “munitions” were used to disperse crowds downtown “because there was property destruction, and officers were being pelted with bottles and bricks,” McManus said in the meeting.

Police fired pepper balls, smoke, wooden and rubber projectiles at the crowd during the May 30 protest, which ended with rioters looting several stores in the downtown area. During the June 2 protest, the projectiles were used again.
"If – and hopefully we don’t ever have to use them again – but if in fact, they are, then the order to use those weapons, the instruction to use those weapons, has to come from me, directly,” McManus said in the meeting.
As of Wednesday, San Antonio was on its 12th consecutive day of protests, which have been peaceful since June 2.
Mayor Ron Nirenberg said in the meeting that the chief's decision is a "welcome change."
