County approves quality control contract for 16-acre landfill expansion project - The Owensboro Times

Daviess County Fiscal Court has approved a quality control contract with Weaver Consultants Group for a 16-acre contained landfill expansion. The project is expected to take two years and officials said the county should save roughly $2 million by keeping the project “in-house.” 

“It seems like just yesterday we completed the last contained CD&D cell at the landfill,” Judge-Executive Al Mattingly said. 

The last 10-acre expansion at the contained landfill was completed roughly five years ago. Director of Legislative Services David Smith said the county still had quite a bit of room left to go on that parcel of land.

However, Smith said the manager at the landfill would be retiring soon and with extensive experience in building each cell, it would save Fiscal Court a lot of money to have the current manager continue the building process. 

“Doing it in-house saves us about $2 million,” Smith said. “He said he would feel most comfortable completing this before he left, so that the next person coming in would not have to deal with that in a couple of years.” 

The current manager’s successor may not have the experience to pull off such a complex project, Smith added.

Financially, Fiscal Court was in a good position to get the project done a little early, Smith said.  

The contained landfill expansion will be a two-year project that will start this year. Contractors will begin by moving dirt and doing some subgrade work in building the landfill back up. 

“We’ve already started stockpiling gravel, because it takes an unbelievable amount of gravel to fill up 16 acres, as many feet that we put over the top of the liners,” Smith said. 

This year’s quality control contract with Weaver will cost roughly $50,000. Next year’s contract is expected to cost $100,000, Smith said. Weaver Consultants Group was also used for the last landfill expansion.

“No tax dollars will be spent,” Mattingly said. “All this money comes out of the solid waste fund.”
