Cohen said Trump stoked the flames that erupted and culminated in the Capitol being evacuated. “He’s been out there promoting this and stirring up the anger and then you have his supporters on Capitol Hill saying, ‘The people are angry.’ Well, why are they angry? They’re angry because he’s told them to be angry,” Cohen said. “He’s told them that it’s all a fraudulent election and therefore they have a right to be angry and to storm Capitol Hill.”

Among those calling for Trump’s removal was Jay Timmons, the president and chief executive of the National Association of Manufacturers, who issued this statement on Wednesday: “Vice President Pence, who was evacuated from the Capitol, should seriously consider working with the Cabinet to invoke the 25th Amendment to preserve democracy.”

The 25th amendment allows the removal of the president if the vice president and a majority of the cabinet determines that he or she is “unable to discharge the powers and duties” of the office. Specifically, the amendment, which was ratified in 1967, states: “Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.”

Pence has been an unquestioning, intensely loyal soldier to Donald Trump during the four years of their administration. But a final break seemed to come on Wednesday, when Pence previewed the joint session of Congress by issuing a statement saying he had no constitutional authority to challenge the Electoral College votes being submitted by the 50 states.

“It is my considered judgment that my oath to support and defend the Constitution constrains me from claiming unilateral authority to determine which electoral votes should be counted and which should not,” Pence said in a letter to Congress.

Trump was not happy.

“Mike Pence didn’t have the courage to do what should have been done to protect our Country and our Constitution, giving States a chance to certify a corrected set of facts, not the fraudulent or inaccurate ones which they were asked to previously certify,” the president tweeted shortly before the protestors invaded the Capitol. “USA demands the truth!”
