West Fargo's Color Fest invited local artists to work alongside residents and students Saturday to create art along the street that will soon be demolished and rebuilt as part of the $10.5 million Sheyenne Street reconstruction project.

"This was very special because it was the opportunity to paint a road and that doesn't come up very often," Communications Director Melissa Richard said. "We certainly got feedback the community would love to do something similar again."

Although Color Fest had to be rescheduled from a previous date due to the weather, conditions have been beneficial for the reconstruction project, which began March 22 and remains on track to move on to the second construction phase by its projected timeline of mid-June. Construction on this project will occur in three phases and is expected to last through early November. The first phase, from Sheyenne Street from north of Seventh Avenue to Fourth Avenue, will finish up around June.

"(Crews) are doing paving this week and next week, which is an awesome sign," Richard said. "It's going really well. Certainly the early start helped."

The city has been planning the project for more than two years. It began as a Sheyenne Street "road diet" to narrow the roadway and add more walkability and aesthetic appeal to the city's "downtown" area, or on Sheyenne Street from Main to 13th Avenue. But the project was expanded after the city discovered one of West Fargo's oldest streets was also in need of major infrastructure renovations.

The project will include not only replacing aging infrastructure but aesthetic improvements such as historic street lights and curb bump-outs as well.

The 2021 Cruise Nights are planned to be held at the city's southern Sheyenne Street attraction, The Lights.

West Fargo Events will be organizing the events with the Toppers Club and additional details will be available for this year's event, but the city does plan for its traditional Cruise Nights to return north of Interstate 94 in 2022.

The most recent estimated project cost of $10.45 million was approved Dec. 7, 2020, when the City Commission awarded bids for construction. Earlier engineer estimates had projected around a $7.5 million project cost, but bids came in much higher.

To pay for the project, the city will be using state grant money and state aid as well as city economic sales tax funds and water and sewer utility fee revenues. About 27 percent, or $1.8 million, will be paid for by special assessments. The city planned to use about $1.4 million in sales tax money and $1 million of water revenue and sewer bond funds.

About $1.25 million in sales tax could be used, and the city would be able to use state-granted Prairie Dog funds to help with the project.
