PATERSON – After Newark regained local control over its schools last week, the Paterson district isn’t far behind in terms of ending its own state intervention, which started back in 1991, officials said.

Despite coronavirus delays, the Paterson Board of Education may regain local control of city schools sometime around the end of this year, officials said.

“We’re still on track,” said Paterson Public Schools spokesman Paul Brubaker.

The New Jersey education department’s two-year transition plan for Paterson called for the second of three progress reports to be filed at the end of March. But because of COVID-19, that report wasn’t completed until the end of June, officials said. The report has not yet been made public.

The first progress report showed Paterson Public Schools had fully complied with about half the 28 goals covered in the evaluation. The district had partially complied with most of the rest of the benchmarks, but was falling short in some fiscal management areas, the first report said.

Paterson school board president Kenneth Simmons said the district was progressing toward local control based on a conversation he had about a month ago with the state’s transition monitors. Paterson officials previously had expressed hope of getting control by the end of September. Simmons said they may be delayed until December or January.

The system of state control in Paterson schools has evolved over three decades. At first, the state education department had unilaterally made decisions about the Paterson district’s budget, hiring and policies. During the past 10 years, the Paterson school board gradually has functioned more and more like others in New Jersey, increasingly making decisions on its own.

The state provides the Paterson district with about 80 percent of its $534 million annual budget. That would not change significantly once the district returns to local control, officials.

Now that Newark has local control, Paterson – along with Jersey City and Camden – is one of three remaining New Jersey cities where state control of local schools continues.
