When it rains or snows, stormwater runs off building rooftops, sidewalks, lawns, driveways, streets, parking lots and construction sites. For instance, stormwater can be the water running out of the gutters on your home or garage, and down your driveway. Stormwater can also be the water rushing across a farm field, over a highway, through a parking lot or off a construction site. Stormwater runoff may eventually drain to the municipal separate storm sewer system (MS4) in your area before reaching the river or stream.
An MS4 is a conveyance or system of conveyances that is owned or operated by a public entity. Aurora's MS4 includes but is not limited to streets, curbs and gutters, ditches, man-made channels, storm drains, inlets, ponds and storm sewer pipes. After stormwater flows through the city’s MS4 it eventually discharges out into State Waters such as Sand Creek or East Tollgate Creek. The city’s stormwater discharges are regulated by the Colorado Department of Health and Environment (CDPHE) through the issuance of an MS4 permit.

Aurora’s MS4 permit requires the city to implement best management practices to help reduce the discharge of pollutants from the city’s storm sewer system. Through the implementation of the city’s stormwater management program, the city of Aurora regulates active construction sites, prohibits illegal dumping, performs routine maintenance to the city’s drainage system, and provides education to the public and local business on how they can help.
